Open Letter to the Diocesan Council and Clergy of the Western Diocese of the Armenian Apostolic Church of North America

Western Diocese of the Armenian Church ֆեյսբուքյան էջով, որը Հայ Առաքելական Սուրբ Եկեղեցու Հյուսիսային Ամերիկայի Արևմտյան թեմի պաշտոնական էջն է, տարածվել է թեմի առաջնորդ Հովնան տիրադավի հայտարարությունը: Նման արարքը անթույլատելի է, առաջ է քաշում մի շարք հարցեր, որոնք իրենց հերթին ունեն պարզաբաման կարիք, քանի որ պաշտոնական էջով տարածված հայտարարությունը վերաբերելի է ողջ թեմին և արտահայտում է ողջ թեմի կարծիքը՝ ներառյալ հավատացյալների և թեմական խորհրդի.

Հարց 3 Ի՞նչ կարծիք ունեն թեմի հոգևորականները, քանի որ բոլոր թեմերի հոգևորականներն իրենց դիրքորոշումները անհատապես արտահայտել են, իսկ այդ թեմին՝ ոչ, գուցե՞ ճնշումների տակ են:

Հատկանշական է, որ այլ բոլոր թեմերն էլ, որոնք կառավարվում են Թեմական Խորհրդի կողմից թեմակալ առաջնորդները իրավասու չեն և չեն կարող այդ կառույցի անունից կատարել հայտարարություն, եթե չկա խորհրդի որոշում, կամ խորհրդի անդամների մեծամասնության գրավոր համաձայնությունը առանց ժողովական նիստի գումարման։

Հովնան տիրադավը միակն է իր նմանների մեջ՝ ով իր կարծիքն ու դիրքորոշումը հայտնել է թեմի պաշտոնական կայքով, ինչը հակասում է նաև այդ թեմի կառավարման կարգին՝ քանի որ ԱՄՆ-ում թեմական խորհուրդը համարվում է թեմի կառավարման մարմինը, առաջնորդը՝ համարվում է նախագահ, ով կարող է առաջադրել հարցեր և խնդիրներ: Նույն այդ մարմնի կողմից են ընտրվում թեմակալ առաջնորդները: Թեմական խորհրդի որոշումները ընդհանուր են կամ մեծամասնության դրական որոշմամբ: Այլ բոլոր թեմերը՝ որոնք կառավարվում են թեմական խորհրդի կողմից, թեմակալ առաջնորդները իրավասու չեն և չեն կարող այդ կառույցի անունից կատարել հայտարարություն, եթե չկա խորհրդի որոշում, կամ խորհրդի անդամների մեծամասնության գրավոր համաձայնությունը առանց ժողովական նիստի գումարման։ Եթե թեմական խորհուրդը համաձայն չի առաջնորդի հայտարարության հետ, ապա կարող է ժողով հրավիրել, պատասխան պահանջել և դիմել ներկայացուցչական ժողովին, Մայր Աթոռին զրկելու համար օրվա թեմակալ առաջնորդին պաշտոնից և լիազորություններից:

Through the official Facebook page of the Western Diocese of the Armenian Apostolic Holy Church in North America—its official communication channel—a statement was published under the name of the Diocesan Primate, renegade Bishop Hovnan. Such an act is unacceptable and raises a number of questions that require clarification, since any announcement circulated through an official platform concerns the entire Diocese and therefore is presumed to represent the position of all: the Diocese as an institution, its faithful, and the Diocesan Council.

Question 1

Before issuing this announcement, was a meeting of the Diocesan Council convened, or not?

Question 2

To what extent does the Diocesan Council agree that the Primate may publicize his personal opinion or stance through the official diocesan page as if it were the official position of the Diocese?

Question 3

What is the position of the clergy of this Diocese, considering that clergy in all other Dioceses have expressed their views individually, but this Diocese has remained silent? Could the clergy be under pressure?

It is noteworthy that in every other Diocese governed by a Diocesan Council, the Primates are neither authorized nor permitted to issue public statements on behalf of that structure unless a decision has been taken by the Council, or unless a written approval of the majority of Council members has been obtained without the necessity of calling a formal meeting.

Renegade Bishop Hovnan is the only one among his counterparts who has expressed his personal view through his Diocese’s official communication channels, which contradicts the governance regulations of the Western Diocese.

In the United States, the Diocesan Council is regarded as the Diocese’s primary governing authority, while the Primate serves as its chairperson—empowered to raise issues, but not to unilaterally determine or announce policy. It is this same governing authority that elects and appoints the Primate.

The decisions of the Diocesan Council are collective and adopted either unanimously or by majority consent. In all Dioceses governed by a Council structure, Primates are neither entitled nor empowered to issue statements on behalf of the Diocese without an official Council decision or a formally documented majority approval.

If the Diocesan Council does not agree with this unilateral statement made by renegade Bishop Hovnan, it has the right to convene a session, demand clarification, and appeal to the Representative Assembly and the Mother See to remove the current Primate from office and revoke his ecclesiastical authority.
